DEPARTMENT OF ONE STOP CENTRE (OSC)

Functions of the Department

  1. Providing facilities for local bill payment, receive complaints and inquiries regarding MBSA. 

  2. Receiving and reviewing application on development plans simultaneously and separately. 

  3. Distributing development proposal application to the Department - Technical Department and other relevant departments for processing and further giving reviews / support to the application. 

  4. Monitoring to ensure that the technical departments are involved in submitting a review / support for any distributed application. 

  5. Ensuring that all application presented to the One Stop Centre (OSC) is tabled in the One Stop Centre Committee meeting based on the charter period set by the Ministry of Housing and Local Government. 

  6. Serving as the secretariat of the meeting and ensuring that One Stop Centre Committee meeting are held two (2) times per month. 

  7. Coordinating and distributing the One Stop Centre Committee Meeting Report to the committee members. 

  8. Informing the consultants, developers, landowners and the Land Administrator (PTD) as well as the technical department involved and other departments related to decisions of meeting for every application that is tabled in the One Stop Centre Committee meeting. 

  9. Reporting the results of the One Stop Centre Committee meeting in Full Council Meeting by providing the Committee Report.​

Client's Charter

  1. Receiving, coordinating and circulating a complete development proposal application to the Internal Technical Department and External Technical Agency / Department within 1 day. 

    • Admission before 12:00 noon - circulating on the same day. 

    • Admission after 12:00 pm - circulating the next day. 

  2. Monitoring and coordinating the admission  of comments / recommendations proposal application of the Internal Technical Department and Agency / External Technical Department after the circulation as followed: 

    • Agency / Department to review application - 7 days. 

    • Department to provide acknowledgment / written instructions of the application - 14 days. 

  3. Ensuring that each development proposal application is tabled in the One Stop Center Committee Meeting (OSC) based on the following period: 

    • Category I, II, III, IV simultaneous development plan application - 40 days 

    • Separate development plan application Planning Permission Plan, Engineering & Landscape - 40 days and building plan application - 30 days 

  4. Ensuring that the Internal Technical Department to submit a paper work for committee’s recognition not later than 7 days prior to the meeting. 

  5. Collecting, coordinating and submitting a committee recognition paper work to the meeting secretariat to be circulated to the members of the One Stop Centre Committee at least 3 days prior to the meeting. 

  6. Organizing and ensuring the One Stop Centre Committee Meeting is held twice per month. 

  7. Ensuring that the letter of the result tabled in the One Stop Centre Committee Meeting is circulated to the applicant within three days. 

  8. Monitoring and ensuring the production of full approval by the Internal Technical Department within 7 days after the One Stop Centre Committee Meeting. 

  9. Receiving and registering the complete proposed development application of at OSC counter for not more than one (1) hour. 

  10. Ensuring the waiting time for the submission of development proposal application should not exceed 30 minutes. 

  11. Ensuring that the waiting time for getting advice on the proposed development does not exceed 15 minutes.​
