EMPLOYERS CARE​ FUND

Purpose

Caring Employer is established for the purpose of managing and organising benefits or contributions to Council Members, Officers and Employees who in situations of death, injury, emergency, natural disaster staff, birthdays, contributions upon death (khairat) and others. Among other purposes, the establishment of this fund is to help reduce the financial burden of the Council Members, Officers and Staff. 

Donations will be given to all Permanent and Contract MBSA Council Members, Officers and Staff, including seconded officers from Government agencies and other private businesses.​

B​ackground

Full Council meeting for the second time in 2009 Session 2009/2010 (2/2009A) held on 26 August 2009 has approved the establishment of employer's Fund Seeks to replace its insurance scheme expired on 31 May 2009. A total of 12 programs/benefits have been approved for this Fund.​

Five (5) programmes that include Bereavement Aid, Donation due to Death, Total and Permanent Disability, Temporary Disability and hospital admission came into effect on 1 June 2009. 

Besides that, seven (7) other programmes, namely natural disasters, staff weddings, staff birthdays/birth of a child , incentives to bring up the name of the organisation, contributions for festive celebrations and donations for emergencies came into effect on 1 September 2009. 

Types of Benefits 

The following are the benefits/contributions given by the Council in order to safeguard the welfare and in appreciation of all Members/Officers/Staff of the Shah Alam City Council: 

  1. Bereavement Aid (Family) 

    • Death of immediate family members only. Parental death claim is valid only for employees who are still not married .  

    • This contribution/benefit will be processed as soon as the secretariat is informed of the death of spouse/child/parents of a Council staff. 

    • For employees who died, the Head of Department or a family member of the deceased is requested to inform the Department of Management Services with supporting documents such as a Certificate of Death/letter of authorization for the funeral. 

    • Employees who have lost family members (spouse / children / parents) may submit their claim after their compassionate leave ends, with the supporting documents required.

  2. Donation due to Death (Staff) 

    • The Council has allocated funds for the death of Councillor / Officer / Staff who died during the period of service with the Council. 

    • The contribution will be given to the legal heirs of the Council Member / Officer / Staff such as husband / wife / children / parents. If the Councillor / Officer / Staff Council is not married but has lost parents, family members who can receive the contribution are siblings or close relatives.

  3. Permanent or Temporary Disability 

    • Subject to the type of disability (due to accident / illness).

  4. ​​​​​​​​​​​​​​​​​​​​​Ward Admission ​

    • Cash contributions for admission are calculated based on the number of days an employee cannot perform his/her duties and admitted due to health problems which have been certified by a medical doctor. 

    • The maximum claim for ward admission is for a period of 30 days only. Maternity leave is not entitled to this facility. 

    • To claim, the employee must submit an official document from the medical practitioner who has confirmed the injury, and the letter of ward admission.

  5. Natural Disasters

    • Staff who are victims of natural disasters must submit a police report, and a report of the damage caused by natural disaster
       as well as confirmation of the disaster by a Local Authority / Assemblyman from the area. 

    • Contributions in this category include natural disasters such as landslides, fires, floods, etc.

  6. Wedding

    • The staff wedding invitation cards must be submitted to the Human Resources Division, Department of Management Services. 

  7. Staff Childbirth

    • The Secretariat will from time to time identify the parties entitled to receive such a contribution. 

  8. Employee Anniversary

    • o Contributions are given to employees who have managed to raise the image of the Council in sports, welfare, social, religious, educational, research, innovation and so on. The only contribution to global achievements registered or recognized by the Council.

  9. Contributions for Festive Celebrations 

    • Special Children 

    • Single Mothers

    • Other categories subject to the decision of the management

  10. Bringing up the Name of the Organization 

    • This contribution is given to employees who have successfully raised the image of the Council in the fields of sports, charity, society, religion, education, research, innovation and others. The contribution is only for achievements that are registered or recognized by the Council. 

    • Contribution given is appropriate to the level and type of activity/activities participated (sports, charity etc.)​.

  11. Emergency

    • This is a special contribution to low-income staff who is facing financial difficulties or has suddenly (unexpectedly) fallen into destitution. 
      Examples: A severe accident or a chronic disease. 

      Example: severe accident and chronic disease.

    • The Secretariat will from time to time identify the parties entitled to receive such a contribution

    • Evaluation of family background and site visit will be made before the Caring Employer Committee decides on the contributions. 

    • Visiting contributions are made when visiting sick employees in hospital or at home. 

    • The Secretariat will from time to time identify the parties entitled to receive such a contribution​​​​​​

  12. Special Financial Assistance / Incentive Benefits
    • ​​This Special Assistance is given to Council Members / Officers / Staff as a whole on the following matters :-
      • Special Financial Assistance is given as an incentive on all efforts and initiatives made to produce the excellence of the Council as a whole.
      • This Special Financial Assistance is one of MBSA's efforts to help ease the burden on staff following events/threats to health and safety.
      • This assistance is provided to staff whose sources of income are affected in order to continue survival during this period.
  13. Special Incentive Officer​
    • This incentive is allocated to Council staff who are instructed to work outside the scope of the staff's duties. Tasks directed by the Council as an emergency and contingency. This incentive takes into account the sacrifice of the staff working regardless of fatigue and as a sign of gratitude and appreciation to all involved.
  14. Benefits of Indian Personnel Hearse Van Management Rental Payment
    • Help paying for the rental of a hearse for the death of Indian employees and immediate family members. Immediate family members i.e. husband/wife, children (biological/step/adopted), parents and parents-in-law.​​
