Application of the concept began in the process of development planning when the 6th Malaysia Plan (1991 - 1995) was reviewed.
The agenda became the foundation to prepare for the 7th Malaysia Plan, which focuses on balanced and sustainable development
At the Selangor State Government level, Sustainable Development Strategy and Agenda 21 Selangor were established.
The programme was spearheaded by the Selangor Department of Town and Country Planning. Two Selangor Local Authorities were selected, namely the Shah Alam City Council and the Kuala Selangor District Council.
Ministry of Housing and Local Government (IPPF) in collaboration with the Economic Planning Unit (EPU),
Department of Prime Minister and the United Nations Development Programme (UNDP) initiated a Pilot Project.
Local Agenda 21 involving 4 of the Local Authorities (LAs).
